I beleive that maximum fuel ecconomy for most cars is obtained at
approximately 100 km/h. Worst fuel economy is at idle, but hybrids
mitigate that a lot.

The goal should be the first car through a GREEN light at maximum safe
speed. This isn't the same thing as being the first car in queue at a
red light. In fact, it may be quite different. If you are first car in
queue at a red light, you have failed your task miserably.
