It works well if the head gasket has indeed been breached.  I like to 
pressurize to 25 psi and hold for at least 10 minutes before I check the 
cylinders so that enough coolant weeps for a good check.  If your cotton
ball 
comes out dry from each cylinder, the head gasket is likely intact.

Be sure that your lifter noise is not actually a crack in the exhaust 
manifold.  Older cast manifolds were prone to this problem.

I'm surprised that a reputable mechanic would merely bandage a problem
like 
that.  Most prefer to find the root cause and repair that as well.
