That's true about the self adjusters.  They only tighten in operation 
though.  If the new drums are too tight they won't do anything for that. 
If 
you got the drums on at all I don't think that they are too small.  I
think 
that you have something not put together right, such as the star wheels
not 
screwed in all the way or the emergency brake cable too tight.
