93 YJ transmission mount

Weird question here.
93 YJ I6 auto
Looking at the transmission skid/ support plate lying on your back with
your 
head towards the front of the vehicle.
There are 2 nuts that are attached to the actual bracket that is connected

to the bottom of the transmission.
To the right  of these two nuts is a threaded rod (with a nut on the
bottom 
and top of it) that goes through the skid plate and up into a rubber piece

which, if you squint and use your imagination, kinda looks like a 'kong'
dog 
chew toy, there are also some spacers / washers on this assembly.

This threaded rod and 'kong' assembly is loose - should it be tight?
What is it's function?
