1st gen electronic ignition

I have a 1979 car and it has an 83 engine and distributor. I've been 
tracing wires and labeling them because the person before me did a hack 
job on it. Anyways, I was trying to set the timing which was 25+ degrees 
  advanced on both the leading and trailing, from my understanding, the 
car shouldn't run at all. I got a timing light and I adjusted the 
distributor until I I could get it as close as possible, but all the way 
retarded was still not enough to get it on the money. It is still 
1/2"-3/4" off on the bely pulley and I image this equates to 10 degrees. 
Also the leading and trailing timing are firing at the same exact time 
and my tachometer doesn't work in the dash. What can I do to get the 
timing to retard enough and how do I get the tachometer to begin to 
function properly. I've followed the wiring diagrams in the 1983 service 
manual to set up the ignitions and I've compared it to the 1979 service 
manual so I could have the proper wires from the tachometer, key switch, 
and resistor blocks. Any ideas?
