This do***ent contains all the technical data you need to test and tune
the engine: 04a_fuel_and_emission_control_systems_na.pdf
The site I found it on seems to be defunct but Google came up with

which looks good.
This doc lists error codes you can get from the fuel/ignition computer
with a voltmeter or home-made LED display. For that, you may need the
wiring diagram also on that site. I think I found someone's description
of his LED display online too, but it's just an LED and resistor from
each of two signal lines to power on same connector.
One thing that happens at 1500 RPM is a large ****ft in the ignition
timing (to more advanced). So, one possibility is that the ignition
is already set too advanced. A prior owner might have done that on
purpose to get more power or solve a starting problem. You need an
inductive pickup timing light to check and adjust this.
