What everyone seems to be missing is the schedule.  A1GP is not a
competitor to either OWRS or F1.  Their season is completely
different.  Why would Scott Speed sign up?

It's really more of a seat time series.  A1GP was originally
envisioned as a competitor to F1, but when that idea flopped over and
died they went to the nations concept.
