I'd like to point out a couple of realities.
There are a limited number of professional open wheel series, and they
are all set for cars.
The $35K range for amatuer racing is rather limited. This is in the
formula Atlantic range in SCCA. SCCA also has another class, its own
design, that sells for about this range. The most popular class are
Formula Ford, Formula V and Formula 5. All of which can be purchased
for well under $35K, with spares. Although there are FF that can
higher.
Unless you want to start your own series, I wouldn't waste any more
time on it.
You're better off developing a car within one of these series. Or
working on a world beater kart chassis.
