You already know the answer to this.. It is not the best practice to store

your
tires and wheels outside, whether it be winter or summer.

Can you get away with it?  Yes, for a while.

But it isnt good practice.  They are your tires, do what you want with
them, 
but
you asked whether it is reasonable practice...the answer is no.
